I am returning to revival after a very long absence. To answer the question, however, when I was a GM previously I made it a personal goal of mine to make sure that there was little to no time where people were not entertained. Granted I did take some time for everyone to accomplish their personal goals such as training and so on.
How do you plan to benefit the server? (50+ words):
List (10) Ulx Commands and what they do(List something other than a cloak, ban, Kick, Warn, TP, Maul, Slay, Gag,):

!armor: This command sets the armor for the selected player
2.
!blind: This command is used to blind the selected player for a certain amount of time
3.
!hp: This command sets the health of the selected target
4.
!ignite: This command sets the selected target ablaze for a certain amount of time
5.
!Jail: This command will put the selected target in jail and surround them with chain link fences depending on the server settings.
6.
ulx playsound: This command will play a sound, or song, depending on the file selected within the server.
7.
ulx ragdoll: This command will turn the selected player into a rag doll for a certain amount of time.
8.
ulx whip: this command will "whip" the selected player usually sending them flying back and doing damage
9.
ulx exec: This complex command will execute a command based on the parameters of said command designated by the executor of the command.

!unigniteall: this command will extinguish the flames of a person, or persons, affected by the !ignite command.

What is the purpose of a Game Maker?
The purpose of a game maker is to plan events so that participants may experience immersive gameplay per what the server/game is trying to achieve. This can be done with mini-events or through large events. Events in general can be a part of a campaign or isolated.
Give us a full event idea you have. ( 3 Paragraphs )
During a deep range reconnaissance sweep, a familiar signal is identified to be very similar to a signal emitted by halo arrays. A small fleet is sent to investigate only to find that there is nothing there. suddenly the fleet comes under fire by an unknown source and all ships are disabled whilst life support begins to fail. All hands are forced to abandon ships and make their way down to a nearby planet that was giving off the signal.
Teams are sent to investigate the source of the signal while being attacked by local wildlife as the planet is classified as "undesirable for colonization" and the environment is hostile. The fire teams make it through only to find that the signal is coming from a makeshift antenna to emit a false signal. After retaining their bearings, a plan is made to return to the ships in sealed suits and to repair life support. However the ships are no longer in orbit, only a satellite the transmits the message, "Your assets have been seized by the Ociville Crime Syndicate. Thank you for your contribution" -The Purple Rose.
All teams must then work together to survive the hostile environment while engineers transmit a long-range signal for pick up. After surviving waves of attacks from wildlife and harsh weather, all teams are then rescued and sent home for debrief. Investigating reveals that the Ociville Crime Syndicate is composed of many different crime lords of many different races and are very impossible to track. Little is known about them except the speculation that they possess a vast armada of ships. This being evident through eye witness accounts of these attacks being fast and precise. So now and then the UNSC will be attacked at absolute random and eventually they will topple the syndicate.

And that if I <Lecova> am found in violation of the rules I swore to uphold, and of this contract that I can and will be removed from GM's and or staff and forever barred from Re-Applying, along with any other Consequences that are deemed necessary.
