So, my name is Cali (Trial Moderator), and the suggestion that I am posting about is to deal with the lack of training that I've seen as my several hours as staff on duty.
People say that there is a lack of NCO's, but when I look at the list. I see plenty who can train. People need to think that Duty > RP. Its your duty as an NCO. But then I think, there's entire player base who aren't even given the chance to train, but would be happy to.
This is where my suggestion
The- "Non UNSC Personnel Training Certification"

The idea behind this certification is that a UNSC NCO or above, may train Non UNSC personal the ropes of training, allowing for SoS, Free Lancers, and whoever else isn't allowed to train, the right to do so.
I believe some Pros to this would be that we wouldn't have a limited player base who can train (some don't even after staff ask multiple times). As well as the fact that NCO's who don't train, will be faced with possible demotion, as they aren't doing their duty to train. So it would weed out the lazy NCO's.
The only cons I can see with this being added is that a certain rank must be reached for someone in another faction to actually gain the certification, because I don't personally know the ranks of other factions such as the SoS.
Anyways, Haraway and myself did some tests as well allowing some SoS to train, one of which is the HG General, as well as Free Lancer AAgent Rose. This was us seeing if other factions even had people capable of training Marines. Which from what Haraway and myself saw, they are both fully capable.
Thats the end of my suggestion, I do hope it is taken into consideration.
