Fix the Arbiter model

So the Arbiter model, the one that DJ used, got privated on the workshop. So It's an error now.
I propose that model is switched with this one:

It is only 3mbs and doesn't look that bad.

Also since !model is gone, its harder to change models and you can just say "use pac"
but the weapons still look like this
