You aren’t forum staff. If it’s not breaking a serious rule you don’t have to go out your way to snitch on him for some petty shit.

Even though Lt.Dog has a eye on rules, you could of used the report button, reason we have it. From the looks of it according to CST, it's been 21 - 22 days since the last response. And according to the forum rules

6. Only exception for bumped threads is for STAFF APPLICATIONS that have had 0, and I mean 0, replies for AT LEAST 1 FULL month (to clarify; 1 month AFTER the LAST reply). Not 1 month after the thread was created.

To clarify, you aren't allowed to bump a thread after one month without a good reason, and the last response are within the thirdy days.
