Literally doesn't matter anyways, armor was still a powerful tool in competent players hands, shields are easily beat too.

Shields are easy to beat when it is shields vs shield. step into a marines shoes and fight a prowler, or a valkrie, or alast chancer or a geiger.
never in lore did marines really have shields, but they did have armor.

I've said it already here, marines currently are equal to an unarmored naval. think about that for a moment. marine armor (currently) stop as many bullets as a naval uniform.
