A State of the Union Address
This is a message from the Offices of Naval Intelligence, to you, the United Nations Space Command, and it's subsidiaries and allies. Despite how you may feel about us, it has become quite clear to everyone now, that with this sudden new change in environment, more problems have arrived. The nature of these problems has ranged in matter of severity, but they all have one root problem. A lack of trust between men and women, who are supposed to defend this galaxy hand-and-hand. I ask you dear men and women of the UNSC. In many manners, in many ways, we have all lost touch with one another. The flame of unity which held us all together during the Covenant's burning crusade, has seemingly flickered and fallen to a dim light. Many would point fingers and hold blame outwardly for those they deem dangerous or not of sound mind. Blood has been spilled, and minds have been twisted, by these ravenous feelings of anger and caution against threat. Truly, we do feel down trodden and scared for not only ourselves, but for those we care about as well. Indeed, this problem is something we have faced internally as well as externally, and it hurts everyone. However there is still hope.
In these dark times, of confusion, anger, fear, and perhaps even loneliness, we feel most of all, that thing which we need the most; Hope. In more ways than one, we know in our heart of hearts, we are capable of so much more than violence against those we should be calling brothers, and sisters, and warriors in arms. This is not a message to tell you everything shall be fine, because we have have no control over anything like that. Indeed, we can only extend our reach and influence so far. We are powerful and powerless at the same time, but there are some who are not in such a position. You, the viewer of this address, have the power to help stop the loss of life, and the hurt feelings of those around you. It is not only your solemn duty to protect the galaxy, and its inhabitants, but you owe it to yourselves to find peace and camaraderie. There is still time to end the unnecessary loss of life, and time, by looking out for those who may not know the way, and by guiding yourself to make new friends and allies in places you may have not thought of before. In so many ways, we really on the non-commissioned officers, the commanding officers of the Marine Corps. It is the responsibility of these individuals to inform others, people with less experience, or skills of good judgement, of the "Do's" and the "Do not's." Those who would lead themselves to death, not of their own volition, at the hands of someone who would never want to harm another creature after the momentous loss of life in the wake of the Covenant's holy quest of death and violence.
We here at the Office of Naval Intelligence have heard the cries of fear and anger, and we acknowledge that there have been deaths, and crisis which could have been avoided, if we had faith in one another. We do not ask you give us your full trust right away, because we know that our reputation does carry with it the feeling of dread and fear. What we would like, is a mutual trust between members of the UNSC, and it's subsidiaries, and allies. Despite feelings of fear, and distrust, we have a glimmer of hope which lies with our officers. It is up to you to help guide those alongside you and beneath you, a path of strength and renewed vigor. Guide them away from places such as ONI sector of the Resurrection, or other areas they are not permitted. Make sure that new coming marines know the rules, and understand what they are and are not permitted to do .The rules have changed for us, and we don't want to eliminate (PK) any more than is 100%, absolutely, or undoubtedly necessary.
It is in ONI's foremost interest and policy system to keep people safe. However we can not do that with out the assistance of you, members of the UNSC, and it's allies. Please, know that we do care deeply for all your well beings as much as our own. Thank you for your time, I know things may look bleak, but we can remain strong, if we stick together.
