With some inspiration from the featured thread, 'The Future of Revival', and Diem's comments within it, I would like to suggest a server similar to it. With the creation of more content for WW2 and the rising 'hype' for the upcoming BF5, there are a good amount of addons that can be used for a WW2 server. This is only an idea, and it may not even be looked at, but I still like to think that this has a chance. There would be 2 main ways the server could run: PvP or PvE. I will list down the ways that the two would differentiate and how we could run them.

PvP:

PvP would pit the Germans, (maybe) Italy, and (maybe) their other various client states against the U.S.S.R. To make ourselves stand out from other, current WW2 servers, we would add a variety of tank and planes to vary combat. As well as that, we would have a more grueling and "realistic" combat system, where aimlessly attacking is punished. Movement would be slowed so that half-tracks and jeeps will have more impact, stamina systems would be implemented so that jumping and bhopping are nerfed, and damage systems where taking damage would make you bleed and getting shot would slow you down. This would make trying to play the game like a TDM grueling, as combat would be much more in-depth and unforgiving.

This also allows for good officers to rise up. An officer that would be more tenacious and strategic with his troops would get more victories than one that gave out low-effort, simple commands. An officer that could clearly grasp the situation at hand could properly lead his men to victory time after time.

This would come in hand with a refined recommendation system. In old systems, corruption and favoritism happened frequently, with friends promoting friends even though they had not earned it. In order to get a promotion, there has to be a clear consensus from the officers (minimum of 3/5 of the officers from that side that are online) to promote Enlisted to NCO. In order to promote a NCO to a CO, their must be a 4/5 consensus and an approval by the Colonel of the regiment. In order to be able to be promoted, it has to be a legitimate reason, so none of the excuses about valor and being a hero. They have to show clear ability to combat the enemy, and to be able to complete the objective in the most effective manner. Instead of instantly being promoted after getting a certain amount of recommendations like the old system, a NCO would put someone they saw fit the criteria under "watch". Once on watch, other officers would watch out for the soldier and see how they perform in battle. If they think the soldier fits the criteria, they vote for their promotion. For a promotion for an NCO, it would work the same way, just the CO is the one who looks for good NCOs and puts them on "watch". To keep it organized, both sides would have a spreadsheet that would keep a list of the current people holding certain ranks and people currently under watch. Lt.Colonels+ of all regiments would have access to the sheet, and would keep track of their regiments. In case of an event, a prop could symbolize the spreadsheet and be called intelligence.

Only a Lt. General, the highest rank in the game, can promote someone to Colonel. The Lt.General can only be promoted from a Colonel, and must has the approval of all the other Colonels. Once they have approval, they must be interviewed by a HA+. The role of the Lt.General would be very serious, and if they were found to be breaking rules or inactive, they would be stripped of their position and put back as Enlisted. If a Lt.General were to go on LOA, a temporary Lt.General would be placed in. If the Lt.General were to be killed in combat, and it was found to be a legal kill, they would be PKed and put as a medium-class NCO in the regiment they originally served in. A new Lt.General would then have to be reinstated. If a Lt.General was killed in an assassination raid, then it would be a legal kill. No other instances, other than a Lt.General actually fighting on the front lines and dying, is a legal kill. They are banned from front line combat, as well as Lt.Colonels and Colonels. The job of the Lt.Colonel and Colonel are to keep general order within the ranks of the officers, as well as to give orders to officers in combat, not to be fighting. The rules are generally the same for them as the Lt.General for PKs. Officer ranks under Lt.Colonel, also known as "combat officers", are not subject to this rule and can be killed as many times can be. The only times they can be PKed are if it is an assassination raid. The rest of the ranks, the NCOs and Enlisted, can be killed as many times as possible without being PKed. They are still subject to being PKed if they are executed as a POW, executed as a traitor, or are killed as a target of an assassination raid (which is highly unlikely).

To keep things interesting as well as to generate revenue, there would be a VIP regiment that specialize in raiding and eliminating high ranking officers, as well as capturing enemy intel. All soldiers can be PKed, but they can only be PKed in an assassination raid. In an assassination raid, front line troops as well as the VIP regiment would attack the enemy base. Due to the layering systems of a base, which I will go more in-depth on later, the front line troops can only advance to the second layer. There, they will attempt to distract and weaken the defending force. The VIP, composing of a small, hand-selected force of 5 would enter the 3rd layer and attempt to find their target(s). They only have 1 attempt at finding/killing the target, and if they are eliminated, the raid is over. Only a Lt.General or a consensus of 3/5 Colonels can call an assassination raid (Lt.General can override this), and it can only be called once every 2 days. There can only be a maximum of 3 targets in an assassination raid.When calling the raid, they have to say in open comms "Assassination Raid, (Number of targets) (Target name) (Second Target name).If a member of the VIP regiment is caught knowingly raiding when it is a false raid, they can be removed or demoted in the regiment.

For the weapon base, it will use CW2.0 and have a very tiny element of TFA due to a lack of some weaponry on CW base. The Germans will be decked out with German weapons, as well as will use captured weapons, which I will go more into depth on soon. The Soviets, although having significantly less self-made weapons compared to the Germans, will get lend-lease weapons, which I will also go more in depth into. The lend-lease/capturing system is where the Soviets or Axis have to maintain a vital control point. At this control point, weapons lend-leased to the Soviets are present. Either a script (currently is non-existent) or via admin the current occupants of the control point will receive American or British guns. A group of 3+ people on the same side have to be there in order for the guns to be given. If the point is contested by the other side, no guns will be given out. This system is in place in order for more incentives to actually leave the base, stay in a group, and to vary the gun play a bit.

To help make the economy useful,all attachments will be disabled, and will have to be bought each "life". They will be cheap, but only last one life. This makes the economy more useful, and will lead to more Passive RP. Cigarettes and rations/MREs will also be sold at base for more RP. To make sure that people don't just stay in base and do nothing, there are rewards for capturing and holding positions. If you capture a control point on the map, you and whoever assisted in capturing it will receive in-game money.

Although there aren't that many large maps, there are still a good few that can be worked with ( a large, custom map that could support air combat would be nice though). Rnl_last stand, rnl_falaise, and rp_staligrad_gamerize are all really good maps.

Vehicles should be the most crucial part of the game. Not only will they have the ability to quickly transport large amounts of troops in short time, they can also be the decider in a large scale infantry clash. Just a single Panzer has the ability to wipe out an entire squad of Soviets. Launching an attack on a tank that is supported by infantry would be a very difficult task. Grouping up infantry and tanks could very well mean an unstoppable force is formed. The only threat that could be posed to a tank could really be the Engineers and Air Force. The Air Force would attempt to bombard and strafe enemy troops and vehicles, as well as fight for air supremacy.

PvE:

Take most of what I just said, and apply it to NPCs. There still will be a VIP regiment, it's just they put more focus on special tactics rather than raiding. Assuming that most NPC events are a situation where you have to defend a point, game play could get stale. I don't have much experience when it comes to PvE, so I would just let someone other than me come up with an idea. So if you give me an idea for how to make NPC work, post it in the comments.

I think that, based on the current success of TerminatorRP, I feel like 1942RP is a hit or miss idea because of the diminishing interest in a 1942RP, although I agree with some of the things you said, especially about the promotions and capitalizing on the "hype" of BF5, but with the high rank of Lt. General and the possibility of many regiments, I fear that it will become another Vietnam. Perhaps the same system you suggested, but where Colonel is the highest rank and he commands a single regiment, and where officer ranks under Major are combat officers, mostly. A squad system could be implemented to improve "immersion", and help with assigning squads to tasks rather than telling the nearest two people to go over there. Furthermore, radios and proper RTO procedure would also help, but that that doesn't take away from the fact about the moderately high development cost. 1942RP could work, and it could work well, but the cost of development is higher than something like DarkRP, and could all be wasted if it doesn't work.

Honestly, this idea makes me insanely excited. I think it would be awesome for a server like that, and ik a lot of people in the community miss VietnamRP. This would make a wonderful improvement upon that old server, and make it popular.
