Halo RP Tier 2 or Pac + Tier 1?Help plezeo

Yeah so i currently have a budget of 50$ But my father said that if you want to spend your money, the maximum is 35$ but i really want to buy Tier 2... and by the way do Tier 1 and pac overlap? Cause if i cant buy tier 2 i might just buy them. And if i spend more than 35$ dollars i will get scolded at... alright please help me with your opinion guys.. any opinions are accepted..

teir 1 gives you supporter i think which gives you pac anyways. trusted gives you more shit to play with i think
